"definition": "Functia de protectie sociala se defineste in termenii scopului final pe care trebuie sa il atinga protectia sociala, adica de protejare a indivizilor si familiilor/gospodariilor impotriva riscului social major identificat. \nPrestatiile de protectie sociala se clasifica pe opt functii de protectie sociala, corespunzatoare celor opt riscuri sociale majore identificate de ESSPROS.\nFunctiile de protectie sociala sunt:\n- boala/ingrijirea sanatatii;\n- invaliditate;\n- limita de varsta;\n- urmas;\n- familie/copii;\n- somaj;\n- locuinta;\n- excluziune sociala (neclasificata in alta parte).\nCheltuielile de protectie sociala cuprind:\n- cheltuieli cu prestatiile sociale;\n- costuri administrative;\n- alte tipuri de cheltuieli (de exemplu: dobanzi bancare in conexiune cu fondurile sociale).\nCheltuieli cu prestatiile sociale reprezinta valoarea resurselor de protectie sociala alocate beneficiatilor in numerar sau in natura (bunuri si/sau servicii).\nCosturi administrative reprezinta cheltuielile pe care le implica organizarea si administrarea schemelor de protectie sociala.\nPrestatiile dependente de un prag al venitului sunt cele care se acorda conditionat, respectiv daca nivelul venitului beneficiarului se situeaza sub un prag prestabilit.\nPrestatiile independente de un prag al venitului sunt cele care se acorda neconditionat de nivelul veniturilor beneficiarului.",
