  "definition": "Allowances and other benefits granted to the population represent the amounts paid to the population from the state budget and from the local budgets according to the legislation in force.\nState child allowance is the amount paid to children aged up to 18 years and young people who have reached the age of 18 but are attending high school or professional courses until graduation.\r\nChild rearing benefits and back-to-work bonus is a social assistance benefit on family support for raising child.\nFamily allowance it is addressed to families caring for children and whose incomes are lower than the threshold set by law.\nSubsidies for associations and foundations are granting to the Romanian associations and foundations with legal entity that set up and manage social assistance units.\nSocial benefit granted for ensuring the guaranteed minimum income is granted through a monthly social grant aid, promoting social inclusion and combating poverty.",

  "observations": "For 1990 there is no  information available because Ministry of Labor, Family and Social Protection has information since 1991.\nLaw No. 196/2016 on the Minimum inclusion income, as subsequently amended and supplemented, has replaced Law No. 277/2010 on the Family support allowance and Law No. 416/2001 on the Guaranteed minimum income.\nThe Allowance for families with children and the Aid for inclusion, which are components of the Minimum inclusion income program, have replaced the Family support allowance and the Guaranteed minimum income (which were paid through January 2024) and have been provided starting in February 2024.\nStarting in 2025, health insurance contributions (CASS) were introduced for childcare leave allowances, adoption accommodation leave allowances, the monthly allowance granted to persons with disabilities for childcare, and families receiving inclusion income under Law No. 227/2015 regarding the Fiscal Code, as subsequently amended and supplemented.\nAcording to the Government Emergency Ordinance no. 35/2025\nregarding the introduction of a support mechanism for household electricity consumers in a situation of energy poverty.",
